Battery Voltage Low - Pontiac OBD1 2.5

I am new to TunerPro but not new to scan tools. I'm working with a 1986 Pontiac Fiero with a 2.5 Iron Duke with stock electronics and a Holley TBI. The Item List always shows the Batter Voltage in Red and Low. It has shown as low as 8.00 volts but never higher than 11.20 volts.

I've checked the voltage at the battery and measure 14.3 volts. I've hooked up my Genysis tool to the ALCL, it shows 13.7 to 14 volts on the battery volt data line.

All other data in TunerPro appears correct. Why is the battery voltage always shown low?
