'PE %Change to A/F vs. RPM' only lets you edit so much

Kinda crappy title, but for example my value at 6400rpm was 1.55 and I wanted to go much leaner but the lowest it would let me edit is 1.52, why is this? Same bin and ecu in winbin works fine.
