Win98SE Focus stuck in catergory bar

Win98SE Focus stuck in catergory bar

I have had issues with the catergory selection bar "stealing" the focus.
Trying to find the sequence that indicates when it will occur is not working out. Just seems like you can change them several time while editing and then it will just allow changes along that bar. Can not even close TP.
Selections can still be made, the displays will change to reflect the selection and everything.
Does it if I'm emulating or not and is a pretty consistent problem.
Hopefully you can duplicate it.
Config: Win98SE, PIII 800 mhz, 128 ram, 1024 x 768
Could be the low ram causing this?

Any luck duplicating this issue?
