Emulation Not Working with APU1 and 165 ECM.

I cannot get my APU1 to emulate with my 165 ECM. Both switches are set correctly, the cable is installed in the header in the proper orientation. I can upload the bin to the AutoProm, successfully verify it, but when i turn emulation on and turn the key to "on" the fans kick on. I know it's in limp home mode. I can burn a chip and run it off of that, but it won't emulate. Any ideas out there? thank you.

Are you sure the emulation header is properly socketed in the ZIF in the ECM? Also, it's a good idea to disable the checksum if you haven't already. Do this by changing the mask ID byte (stock is either 0x32 or 0x6E for the '165) to 0xAA.
