So a bit about the vehicle:
it is a 1995 Jeep Wrangler that I have put a 383 TPI into with a 700R4

ECU is a 1227727
BLM is running about 108 at idle.

I have pulled the BIN from the purchased S&P chip and I am using the Super_8dm2.ecu XDF file. Not sure what I should be tuning to get it back close to 128.

I have read a few documents but the values I see in the BIN do not seem to match up to the docs.

Any help is appreciated....

BLMs lower than 128 imply that without O2 correction, you would be running rich.

so from the sounds of it, you'll need to tweak the VE table downwards.
