Reprogram computor

I have a 1996 olds delta 88 with a 3.8 liter engine. It went to the dealer a long while ago and the reprogrammed the computor. In that I lost power and gas mileage. Is there any way for me to get this back

not with tunerpro, you have a OBD2 GM vehicle, something TP doesn't work with....
