the PL2303 doesn't work at 8192 baud, which can certainly cause your issues. the only USB to UART bridges I've used that work reliably have been FT232 units, though I have a CP2102(I think?) converter laying around here that I've never tested.

the 6E ADX is very similar to the one that would be correct for your car, there are only a few status bits that are different(going off of memory).

A221 is accurate if you have a Series I 3800(95 had both series I and series II engines in the H-cars). the BMYU MEMCALs should be for series I engines though. i'm not seeing codes 98 or 99 as being valid for your application... digging a little deeper, your truck should be using A217 or A218, depending on which streams you want access to, codes 98 and 99 don't exist in the stream either. having a 7427 is good news for you, they are easily the most accessible units. I believe all of the $0D stuff is directly usable, though they're usually setup for V8 calibrations.

you may have an early OBD2 application, you would need to describe the PCM, take a picture of it or at least grab part numbers off of it to see what exactly you have of the ~3 PCMs that were used on 95 4.3 S-trucks.

the 91 could have a 1227747, 1228062 or 16144288 ECM. if you really wanted to, the streams could be combined to have all data streaming at all times, but that's a bit extreme for most people's needs.

what you're seeing is the effect of a 32KB BIN that is accessed in the top portion of a 64KB addressing space. just add/subtract $8000 to your location values(depending on what you're starting from) and that should get you where you need to be.

graph scaling is a function of the ECMs code and not necessarily easy to change. some applications only require changing specific values in the algorithm to get new row/column spacing, but most others require entire sections of algorithm to be replaced.

the issue is that two different sets of hardware are necessary here... the OBD1 stuff just requires a UART to USB bridge, while the OBD2 stuff uses a VPW protocol, with its own hardware requirements. the ELM327 is a common chip for that usage.
