HOW DO I CHANGE THE PARK POSITION OF THE IAC VALVE OR TAKE CONTROL OF IT FOR DIAGNOSTICS ? ?

Command the IAC

Yes you can Override the ECM Commanded IAC via Mode 4.

A Tech-1 or Tech-1A can over ride the commanded IAC via controlling the Idle Speed or IAC Position. This uses a Mode 4 string of command. I tried to issue a Mode 4 command in Tuner Pro but it didn't allow enough hex values to be written. I did ask TP for more space but I haven't checked back to try TP. (I just use a Tech-1.)

V5 allows long enough strings to do so. V4 didn't.
