msg 'unable to open setup files'

My laptop does not connect to the internet, using win 95 OS, so I download on my PC, copy the program to a disc then load it on my laptop.
When I run the program I get the above mentioned error and I have to setup the program every time I open it, dash board, file to use for recording, bin def for logging, ect.
I don't have this problem on the PC?
Any ideas?

Under the 'system requirements' section of the site it states 'Microsoft Windows® 98 (Win95 *may* work, but isn't directly supported)' as the minimum OS requirements. This is probably your problem, you'll most likely need to upgrade your OS.

I upgraded to windows 98 same problem on my laptop, works fine on pc.

I've never heard of that. It sounds like maybe the installer is the issue?

Make sure your Internet Explorer is up to date. Unfortunately getting it updated may require an Internet connection. TunerPro uses the latest "controls" functionality of Windows. The only way to ensure you have the latest is to make sure IE is up to date.

Outside of that, you might try upgrading to Win98 SE.
